The Civil Contract party received a mandate to open an era of peaceful development for Armenia and Artsakh at snap parliamentary elections of 2021. The mandate was received from the citizens of Armenia. This was stated by Acting Prime Minister Nikol Pashinyan at the beginning of the government session.

"This mandate implies the opening of regional communications, the establishment of regional stability and lasting peace. However, after the snap parliamentary elections, happened and is happening what we predicted, when we said, that there is high possibility, that Azerbaijan, contrary to its peaceful statements in the international arena, will do everything possible to hinder peace in the region and will do it with predictable tactics, showing that Armenia or Artsakh is allegedly against peace, against the processes of delimitation and demarcation," he said.

According to him the working group at the level of the Deputy Prime Ministers of Russia, Armenia and Azerbaijan is conducting effective and constructive work on opening regional communications, and Azerbaijan's statements about the so-called Zangezur corridor have nothing to do with the work of the working group and with the trilateral agreement from January 11. "Azerbaijan makes statements about the corridor to undermine the activities of the trilateral working group and prevent the opening of communications. Why? Because the goal of Azerbaijan is to continue the thirty-year process, policy of blockade of Armenia. But we will continue to work in the trilateral working group and with the support of our Russian and international partners we will achieve the opening of regional communications."

Pashinyan also touched upon the remark that Armenia is allegedly against the work on the demarcation and demarcation of the border.

"The reality is exactly the opposite, it is Azerbaijan against demarcation and demarcation works, since it shows obviously falsified maps, trying to justify the presence of its armed forces in the sovereign territory of Armenia. Both the international community and Armenia have clearly stated their position on this issue. Azerbaijan is trying to create the impression that Armenia is against peace and a peace treaty, while Armenia has publicly welcomed the statement of the OSCE Minsk Group Co-Chairs from April 13."
