On July 23, from about 20:00 to 00:30, the Azerbaijani armed forces fired intensively towards the positions of the Armenian armed forces from different caliber weapons, as well as they fired in the direction of the community called mountain range. These mountain ranges are places where dozens of civilians live in the spring, summer and autumn seasons, grazing their cattle in pastures. According to residents, the Azerbaijani armed forces posed a serious threat to their lives and physical safety, disrupting the peace of the entire community. They had to shelter all night. It was only because of the shootings that civilians could found one of their cows dead by Azerbaijani shootings next morning, on July 24, at around 07:00. [Human Rights Defender ]

Australia's Minister for Foreign Affairs, Senator the Hon. Marise Payne has formally responded to the Armenian-Australian community's #RecognizeArtsakh petition at the request of Parliament, reaffirming the Federal Government's post-2020 Nagorno-Karabakh War position of supporting the right to self-determination equally with the OSCE Minsk Group's other conflict resolution principles. The petition, which was the sixth most signed with 3,164 signatories from the preceding 150 posted on the Australian Parliament's website, was presented to the House of Representatives on Monday 15th February 2021 by Ken Dowd MP, Chair of the Standing Committee on Petitions, after Azerbaijan's Turkey-backed military operations resulted in their occupation of the indigenous Armenian Republic of Artsakh.  [Armenian National Committee of Australia]

Search operations carried out in the Varanda region today didn′t yield any results. Bodies or remains of dead servicemen were not found. No search operations are planned for tomorrow. On July 23, at about 11:00 pm, the air defense subdivisions of the RA Armed Forces with corresponding actions stopped the attempt to enter the airspace of the Republic of Armenia by UAV in the south-western direction of the Armenian-Azerbaijani border. The Azerbaijani military positions are located near the Kut village, about 3 km away from the village, in the sovereign territory of Armenia. The RA Human Rights Defender specifically states that the Azerbaijani shootings are of criminal nature, pose a real danger for life, health and other vital rights of the civilian population. They destroy peace and security of civilians. The criminality of the shootings is obvious against the background of Azerbaijani shootings in other bordering parts of RA, near communities and is also proved by the fact that as a result of already regular shootings three servicemen of the RA Armed Forces were wounded near Kut today. Acting Prime Minister Nikol Pashinyan held a telephone conversation with President of the Russia Vladimir Putin. The parties discussed in detail a wide range of issues related to the region and of mutual interest. The parties touched upon the implementation of the agreements reached within the framework of the trilateral statements from November 9, 2020 and January 11, 2021, in particular, the issue of the return of POWs. Issues of bilateral cooperation in the fields of economy and defense were also discussed. In the context of the situation in the region, Nikol Pashinyan stressed the key role of Russia in maintaining peace and stability. The sides stressed the importance of the activities of the OSCE Minsk Group Co-Chairs.

The European Court of Human Rights has issued another decision against Azerbaijan, stating that Azerbaijan tortured and illegally imprisoned Armenian citizen Artur Badalyan, who got lost and ended up on the territory of Azerbaijan. The ECHR ordered Azerbaijan to pay Artur Badalyan EUR 30 000 in respect of non‑pecuniary damage.

The Baku Court on Grave Crimes has sentenced Russian citizen Eduard Dubakov to 10 years in prison on charges of terrorism, participation in a criminal union, as well as illegal crossing of the state border of Azerbaijan. According to the Azerbaijani Prosecutor's office, Dubakov was recruited as a mercenary and participated in last year's war against the Azerbaijani army. The prosecution claims, that in order to commit a provocation, he came from Turkey to Baku, where he was detained. However, Dubakov doesn’t admit the charges and claims that he was recruited by the Azerbaijani special services back in 2018, and that he was in the war zone on behalf of the Azerbaijani authorities.
