The process of amending the Constitution should be continued as quickly as possible, but in such a way that the Government, parliamentary and extra-parliamentary forces, and non-governmental organizations sit around a table and understand, come to an agreement, and not fight against each other, Artsakh State Minister Ruben Vardanyan said this in an interview with Artsakh Public Television.
“We live in a unique situation, it is martial law, and our Constitution must fully ensure the effectiveness of our government. People should respect the Constitution, understand that it is the most important law that ensures our lives,” Vardanyan said.
He completed his 36th day as Minister of State. Vardanyan is sure that very important work has been done, which is mostly invisible to the public, but clearly allows him to feel and understand the problems of Artsakh and to create working groups that will implement changes, although some changes have already been implemented.
“It is possible that ordinary citizens have not yet felt the changes, but believe me, some people who are wealthy and had other relations with the Government have already felt it well. People do not believe in the authorities, there is a loss of trust. In order to restore the public’s faith in leadership, we need to revise the management approach. If you don’t believe in the leader during a crisis, you can’t do anything, and we have to accept that changes are inevitable and they will cause a very painful reaction, especially among the elite. A very sick situation has been created in society when the wealthy use the programs more than ordinary people,” Vardanyan emphasized.
Ruben Vardanyan believes that making changes in the composition of the Government was inevitable in order to achieve the set goals. The state minister thanked Artsakh President Arayik Harutyunyan for giving him complete freedom in making personnel changes.
“People take things a little too personally, who replaced who. But these are the new approaches that I will try to develop in my activity. Will form a team that will agree on the set goals. These people can include former ministers, newly released ministers, and completely new figures because our approach allows people with different experiences to walk toward the goal. Until now, our plans and our capabilities have not coincided, and we must understand that our neighboring country will do everything to make us suffer losses. We should not just divide the budget money, but spend it, understanding what result we will have,” Vardanyan says.
Ruben Vardanyan emphasizes that being a successful person, he had the opportunity to live in different countries of the world, but he really wants to respect himself.
“If I want my children to remain Armenian, I must do everything to ensure that Artsakh remains independent and Armenian. I will not leave until we make Artsakh a country where people will want to live peacefully and safely,” Vardanyan said.
