And there is a proposal to delegate this issue to the Central Bank, taking into account that the Central Bank and the banking system, so to speak, have an alive interest in this process. Particularly, when we study the experience and try to understand how the process took place in the countries that have serious success in this field, we come to the conclusion that it is very important that digital processes have a practical, vital significance for people and be applicable. On the other hand, we need to develop the processes so that people will inevitably work with digital platforms. CSTO supports Armenia’s steps to solve situation through political means – Secretary General’s exclusive interview |armenpress.am| We support the Armenian government’s steps to solve the current situation through political and diplomatic means. We consider this the only way out. In addition, it’s necessary to more actively use the opportunities of the OSCE Minsk Group Co-Chairmanship. Such approach will provide necessary preconditions for the solution of this problem. [CSTO Secretary General Stanislav Zas]   If the railway is opened through Julfa, it will pass through the territories of Iran, Azerbaijan, Armenia and Georgia, becoming a key factor not only for economic development, but also for regional security. Pashinyan Based on the results of the meetings mediated by the President of the Russian Federation Vladimir Putin in Sochi on November 26 and the President of the European Council Charles Michel in Brussels on December 14, an opportunity has emerged to reach an agreement with Azerbaijan on the resumption of road communication. And we have already reached a solid agreement with the President of Azerbaijan Ilham Aliyev on the resumption of railway communication. I am talking about the restoration of the Yeraskh-Julfa-Ordubad-Meghri-Horadiz railway, and we hope to complete that work during the next 2-3 years. Of course, we must work so that our agreements are clearly recorded. I also want to honestly say that some experts express opinion that this project may not be beneficial for Georgia, I mean the opening of the railway communication. I must strongly disagree with that position, because if the Armenia-Nakhichevan- Islamic Republic of Iran railway is opened through Julfa, we will have the most efficient and optimal railway communication between the Persian Gulf and the Black Sea, and that railway will pass through the territories of Iran, Azerbaijan, Armenia and Georgia, becoming a key factor not only for economic development, but also for regional security. Armenian President's interview to Asia Times I hope that we will go back to negotiations and we don’t have to recreate or create a new format or framework, because it already exits and has a history. Unfortunately, the second war in 2020 has destroyed the process of negotiations, but I think the best solution that we can get today is to engage the same organization. The attitude of the Turkish side to this issue is positive. [Turkish Foreign Minister Mevlüt Çavuşoğlu]   PM Pashinyan refers to the agreement on the construction of the Yeraskh-Julfa-Ordubad-Meghri-Horadiz railway If we manage to start a certain and effective dialogue with Turkey, if we manage to achieve the opening of the border and communications, this program can get a much larger scale. That is, in fact, the railway we are talking about exists from Yeraskh to Gyumri, you know that there is also a railway from Gyumri to Kars. But I say all this because we have to start the construction of the railway, of course, before starting the construction there is a lot of work to be done, to design, to announce tenders, to reach agreements. Of course, part of that work has already been done, but now we have to solve this problem with practical, everyday work. Of course, we will hold a consultation in a narrower format in the coming days to further specify our ideas - the timetable and the roadmap. And, of course, our intention and desire is to have that railway as soon as possible. It’s just about a few hundred meters of renovation here. The second more major investment is the restoration of the railway in Meghri, which is rather costly because the past railway has been entirely dismantled and turned into a automobile road. I think we don’t have a concrete project here and we don’t have an approximate estimate. I think the issue can be solved for around 200 million dollars. While the construction of the railway from the Armenian border to Horadiz will require more major investments. The investments here are greater, it will take more than a billion dollars.
