Azerbaijan tortured and killed Armenian servicemen, including women, who were subjected to the most despicable barbarities, including sexual violence, and amputations: RA representative at the UN

Mher Margaryan, Permanent Representative of Armenia to the United Nations, spoke at the general discussions of the First Committee of the 77th General Assembly of the United Nations.

Margaryan, in particular, said:

"Armenia reaffirms its strong commitment to the full and universal implementation of legally binding international obligations in the areas of non-proliferation, disarmament, conventional arms control, and confidence and security-building measures.

Last week, on September 28, the Azerbaijani invading forces resorted to another military provocation by using mortars and large-caliber weapons, as a result of which three Armenian soldiers were killed. The Azerbaijani military continues to concentrate and strengthen positions along the borders and in the occupied parts of Armenia, posing the risk of further escalation.

Over the years, Azerbaijan's established record of non-compliance with conventional arms control treaties and regimes, unannounced large-scale military exercises, unchecked military presence, and consistent refusal to implement confidence-building measures within regional arrangements have demonstrated a clear intent to provoke further military aggression in our region. Unfortunately, the lack of adequate response and action by the relevant international and regional structures in response to Azerbaijan's apparent non-compliance with its legally binding obligations allowed it to continue its aggressive policy.

Armenia brought to the attention of the UN Security Council the issue of recent attacks and invasion by Azerbaijan and will continue to raise this issue at the UN and its relevant bodies so that they fulfill their responsibility for maintaining international peace and security, and resolutely condemn the criminal attacks against the territorial integrity of Armenia., to call for the immediate and unconditional withdrawal of the troops from the RA territories.

We are convinced that international structures must be decisive in case of systematic and gross violations of legally binding international obligations. The criminal practice of using force to seize territories or settle international disputes must be unequivocally condemned and violators must be punished accordingly."
