Ծնվել է 1982 թվականի մայիսի 6-ին, Սևանի շրջանի Գեղամավան գյուղում  (Հայկական ԽՍՀ, ԽՍՀՄ): ՀՀ ԳԱԱ-ի պատմության ինստիտուտում պաշտպանել է թեկնածուական ատենախոսություն, ստացել պատմական գիտությունների թեկնածուի գիտական աստիճան։

2006-2007 թվականներին և 2016 թվականից՝ ՀՅԴ Հայաստանի Գերագույն մարմնի անդամ։ 2009-2012թթ. աշխատել է ՀՀ Ազգային Ժողովում որպես ԱԺ պատգամավորի օգնական։ 2016 թվականի դեկտեմբերից ՀՀ բնապահպանության նախարարի խորհրդական։

Before the Brussels visit of Prime Minister Nikol Pashinyan, the opposition organized a rally on France Square today. MP of the "Armenia" (Hayastan) faction, Deputy Speaker of the National Assembly Ishkhan Saghatelyan spoke at the rally. In his speech, he presented what the next authorities will do in the event of a change of power, Saghatelyan noted his ideas about achieving peace, gave four fundamental points. "In the situation that has developed after the 44-day war, Armenia tactically needs to refrain from hasty, dangerous and fatal steps until the relative stabilization and clarification of the alarming geopolitical situation. Secondly, to create a safe atmosphere that will be predictable and perceived by a strategic ally and other important regional and international partners, in order to ensure effective and pro-Armenian security mechanisms in the conditions of creating a new world order. Thirdly, to immediately develop and implement a promising concept in all military, military-industrial, technological, economic and infrastructural areas. Fourth, to unite the full potential of all Armenians, and the Diaspora should become a participant and responsible for the implementation of the tasks of the pan-Armenian agenda," Saghatelyan said. Speaking about the Armenian-Azerbaijani actions, the opposition NA Vice Speaker said that Armenia should propose to divide the agenda of the negotiations into two stages. "We are convinced that ensuring real peace, reconciliation and coexistence must necessarily be preceded by mutual agreements on unresolved issues, therefore Armenia should propose dividing the agenda of the Armenian-Azerbaijani negotiations into two stages: the first stage is the clarification and coordination of the principles of the settlement of relations, the second stage is negotiations on the peace treaty and, if necessary, the conclusion of the treaty," he said. Ishkhan Saghatelyan said that peace should not be a concession to the vital interests of the Armenian people, but should be worthy.

At a press conference, Ishkhan Saghatelyan presented what successes the opposition movement has achieved during this period։ "I want to clearly record some important achievements that we have recorded։ The movement has suspended the process of lowering the bar by the Armenian side in the issue of Artsakh: this is already a fact. Secondly, the movement has created a real political crisis, including for our international partners, at least at the moment, the question of Nikol Pashinyan's legitimacy becomes obvious. Thirdly, the movement proved that the Armenian people will not accept the concessions imposed on them, and Nikol Pashinyan has no mandate for new concessions. And fourthly, the movement made it obvious that there is a demand formed in society for the removal of these authorities." According to Saghatelyan, this movement over the past 30 years in the independent history of Armenia is unique in its scope, size, popularity and, in fact, is the second Karabakh movement. When asked what kind of Armenia a citizen will have after the opposition comes to power and what the opposition as a whole will bring, Ishkhan Saghatelyan replied: "This government promised love, solidarity, but brought hatred and division, promised investment, but there is no investment, people live worse - this is an obvious fact. They promised security, well-being, and promised that no decisions would be made on the issue of Artsakh without the people: here, too, they completely failed. They promised democracy, freedom of speech, but you see what is happening in Armenia." According to Saghatelyan, people were deceived in all directions and spheres. Saghatelyan noted that all the promises that were made to society and were not fulfilled in 2018, the opposition will fulfill all those promises.

There is a lot of talk these days about what will happen after Nikol, what we will do, how the new government will lead the country out of this situation. Today I will try to present some important steps, actions, principles that should be implemented after the removal of the current government, shkhan Saghatelyan, MP of the "Armenia" (Hayastan) faction, stated this at a rally. "Artsakh, Armenia's independence are under threat. Because of the anti-national authorities. We must correct this situation. Is it possible? Of course, yes. How? The way out is to create a strong Armenia with a progressive chain of security and solidarity. In order to create a strong Armenia, we must first remove them and form a government that will ensure the deterrence of Turkish-Azerbaijani foreign aggression, modernizing the unified security system of Armenia and Artsakh, it should be based on the involvement of strategic partner countries, the reconstruction of the Armenian armed forces, and international diplomacy of a new quality," Saghatelyan said. According to Ishkhan Saghatelyan, this government should confirm Armenia's commitment to be a guarantor of security and the right of the people of Artsakh to self-determination, excluding any status of Artsakh within Azerbaijan. "The new government will exclude the provision of a corridor to an enemy country under the guise of unblocking communication routes at the expense of Armenia's sovereignty and territorial integrity.  In Armenia-Turkey relations, it will rule out any agreement that will cast doubt on the fact of the Armenian Genocide. I sincerely and responsibly declare: anyone who has previously shown unacceptable behavior on the part of society will not play any role in the future government, will not have any privileged status. The most important task will be the return of Armenian POWs, hostages and other detainees. It is assumed that the activity of the provisional Government will be 1-1,5 years, after that the government should organize free, fair, competitive elections.

On March 23, the RA NA Vice President Ishkhan Saghatelyan received the Ambassador Extraordinary and Plenipotentiary of the Republic of France to the Republic of Armenia Anne Louyot and the First Counselor of the Embassy of France to Armenia Christophe Katsahian. Welcoming the guests, Ishkhan Saghatelyan highly appreciated the Armenian-French friendly relations. “France is one of the most important and friendly countries of Armenia in Europe. We have permanently seen the support of France to the Republic of Armenia, and we are concerned about developing the bilateral relations,” the NA Vice President underlined. Ishkhan Saghatelyan has presented the situation created in Armenia and in Artsakh in the post-war period, noting that both Armenia and Artsakh have the most serious security problems at this moment. After the ceasefire Azerbaijan continues its threatening rhetoric, aggression and the policy of evictions of Armenians from Artsakh. In this context the NA Vice President noted that the Azerbaijani armed forces invaded the sovereign territory of Armenia in two directions on the previous year and continue remaining there. Touching upon the Artsakh problem and the processes going on around it, Ishkhan Saghatelyan informed that a few days ago they exploded the pipeline from the Azerbaijani side in Artsakh, putting about 100.000 Artsakh residents before the humanitarian disaster. And plus to this there are various threats also directed to the residents to leave the villages. “We greatly highlight the response of the international community and the distinct assessment to what is happening. The problem of Artsakh should be resolved within the framework of the OSCE Minsk Group Co-Chairmanship,” the NA Vice President stressed, adding that this format should be able to be kept despite the wish of Azerbaijan. “Our position is that Artsakh can never be part of Azerbaijan,” the opposition deputy underlined. The Ambassador was interested in the relations of the opposition with the authorities, not nominating candidate for the President of the Republic by the opposition, the issues of signing a peace treaty with Azerbaijan, the Armenian-Turkish relations, etc. In her turn, Ambassador Anne Louyot underscored the Armenian-French high level relations, emphasized the meetings with the parliamentary opposition. The Ambassador has informed that France attentively follows the actions happening on the Armenian-Azerbaijani border. Regarding the issue of the NK conflict settlement, Anne Louyot has assured that France maintains its positions within the framework of the OSCE Minsk Group Co-Chairmanship in order to be able to help both sides to establish peace and stability in the region.

On February 21, the Vice President of the RA National Assembly, the Head of Armenia-Australia Friendship Group Ishkhan Saghatelyan met with the Co-Chairs of Australia-Armenia Inter-Parliamentary Friendship Union Trent Zimmerman and Joel Fitzgibbon. The Executive Director of the Armenian National Committee of Australia Haig Kayserian and the Political Affairs Director of the Armenian National Committee of Australia Michael Kolokossian also took part in the meeting. Ishkhan Saghatelyan has expressed gratitude to the Australian parliamentarians for the development of the Armenian-Australian relations, noting that he is ready to make additional efforts for developing the ties and giving new quality to them. The NA Vice President positively evaluated the balanced position of Australia on Artsakh problem, underlining in that issue the recognition of the independence of the Artsakh Republic by the New South Wales big State. At the meeting the sides also touched upon the issue of the recognition of the Armenian Genocide. “I hope that the day of justice will come, and Australia will completely recognize the fact of the Armenian Genocide. That is also necessary for the prevention of the new genocides,” the NA Vice President said particularly, in that context referring to the process started for establishing the Armenian-Turkish relations. Ishkhan Saghatelyan has underscored that Artsakh can never be part of Azerbaijan, and that issue shall be resolved within the framework of the OSCE Minsk Group. The Co-Chair of Australia-Armenia Inter-Parliamentary Friendship Union Joel Fitzgibbon also highlighted the recognition and the condemnation of the Armenian Genocide, as well as combining the efforts of the international community for that purpose to prevent the implementation of such actions in the future. The interlocutors discussed the further development of the Armenian-Australian relations, as well as other issues of bilateral interest.

On December 14, the RA NA Vice President Ishkhan Saghatelyan received the Director for Eastern Europe, Southern Caucasus and Central Asia Countries of FRG Federal Foreign Office Matthias Lüttenberg and the Ambassador Extraordinary and Plenipotentiary of Germany to Armenia Viktor Richter. Ishkhan Saghatelyan congratulated the Ambassador Richter on assuming the mission and expressed confidence that his tenure would give new impetus to the Armenian-German relations. Armenia is concerned about the development of bilateral effective cooperation, and the FRG, as OSCE Minsk Group participating state, has an important role for the region, Armenia and Artsakh: the NA Vice President said. He has affirmed that Armenia in a difficult period, and in this context the role of Germany as an EU member state in returning Armenian prisoners of war to the Motherland. “We are familiar with the Foreign Minister’s position and the ongoing discussion in the Bundestag on expressing distinct position in in the issue of prisoners of war, for which we are grateful,” Ishkhan Saghatelyan underlined. The events taking place on the Armenian-Azerbaijani were touched upon. The NA Vice President has informed that the Azerbaijani armed forces continue and the encroachments towards the sovereign territory of Armenia. In this context the interlocutors have underscored that the Nagrorno Karabakh conflict is not solved, it shall be settled under the auspice of the OSCE Minsk Group, excluding the use of force or the threat of use of force. “We shall not stop making our efforts for resolving the problem through peaceful means,” Matthias Lüttenberg stressed. In his turn Matthias Lüttenberg has highly appreciated the Armenian-German current relations, noting that there is great potential of their development in different spheres. According to the guest, the newly formed Bundestag, as well as the Government of Germany are concerned about the rapprochement of the relations with Armenia. The interlocutors also referred to other issues of bilateral interest. Ideas were exchanged on the regional problems, demarcation and delimitation, the possible investments, the inner-political issues in Armenia.

On November 24, the RA NA Vice President, the Head of the Armenia-Argentina Friendship Group Ishkhan Saghatelyan met with the Ambassador Extraordinary and Plenipotentiary of Argentina to the Republic of Armenia Mariano Vergara. Welcoming the Ambassador, Ishkhan Saghatelyan highlighted the development of the parliamentary relations between Armenia and Argentina, the deepening of the cooperation between the newly created friendship groups, as well as the collaboration on the international platforms. “Despite the large distance between two countries, Armenia and Argentina have wide possibilities of the cooperation in a number of spheres, especially taking into account the existence of the large Armenian community in Argentina,” the NA Vice President underlined. He highlighted the deepening of the cooperation especially in the economic sphere, considering the implementation of the experience of Argentine in the field of agriculture necessary. The interlocuters referred to the post-war situation of Armenia. Ishkhan Saghatelyan presented the encroachments and aggression of Azerbaijan against the RA sovereign territory, highlighting the support of friendly and partner countries on that issue. In this context, the Ambassador stated that Argentine, as a friendly country of Armenia, is always by the side of the Armenian people. The Ambassador also emphasized the necessity of close cooperation of the friendly groups and the organization of mutual visits. Mariano Vergara has agreed that Argentina and Armenia have brotherly and friendly ties many years, and there is great potential of cooperation in a number of spheres. He presented the activities of the Embassy and spoke about the programs to be implemented. In the near future, it is planned to open a Chamber of Commerce of Argentine in Armenia aimed at promoting to small and medium business. Other issues related to bilateral cooperation were also discussed at the meeting.

NA Vice President Ishkhan Saghatelyan Meets with Ambassador of Syria to RA

On November 22, the RA NA Vice President, the Head of the Armenia-Syria Friendship Group Ishkhan Saghatelyan met with the Ambassador Extraordinary and Plenipotentiary of the Syrian Arab Republic to the RA Mohammed Haj Ibrahim. Ishkhan Saghatelyan referred to the destabilizing role of Turkey in the region and the inadmissibility of the encroachments of that state against the territorial integrity of the countries of the region. In this context, the Deputy Speaker of parliament highlighted the cooperation of Armenia and Syria on the international parliamentarian platforms. The Ambassador, in his turn, has expressed an opinion that the steps of Turkey are completely against the stability of the region. He considered the involvement of mercenaries and terrorists by Turkey in the war, as it happened during the 44-day war, unacceptable. The sides have attached importance to deepening and expanding the bilateral friendly and fraternal relations, underlining that the cooperation of two countries is historically special. In the context of the development of parliamentary diplomacy, the interlocuters stressed the active role and the significance of mutual visits. The implementation of steps aimed at deepening economic relations, in particular, increasing the volumes of export and import was touched upon. The considerable role of Syrian Armenians in the social and political life of the country was underlined. The NA Vice President expressed readiness to support the implementation of the initiatives aimed at promoting the bilateral relations.

My statement about a rally in the first ten days of November is a subject of heated discussions on social media and on various platforms. Some say that holding a rally on November 9 is pointless, because everything will be over by then. Ishkhan Saghatelyan, the Vice President of the RA National Assembly, wrote about this on Facebook. "And some deliberately distort my words in pursuit of another goal. Dear compatriots, since during this time we have repeatedly stated that our struggle has not stopped, and that we have envisaged concrete steps in the near future, ten days ago we appealed to the Yerevan Municipality to organize a rally and march on November 9 and 10. In response to a journalist's question, I confirmed that at the moment the rally scheduled for November 9 is in force. Of course, this doesn't mean that we will not do anything before November 9, including a rally. I have said dozens of times, and I repeat once again that our goal is to prevent a new capitulation. Our goal has never been allowing the authorities to lead the country to defeat, and only after call them traitors twice. That's what we did also last year during the war, constantly making proposals for a way out of the current situation. During the worst days of the war, we proposed to create an operational military-political headquarters in the country for a breakthrough at the front. I'm grateful to those of our friends, citizens who fought day and night and continue to fight, because they understand that the fate of the Homeland is being decided. I repeat, our goal is to prevent any new concession at any cost. Is it possible? I think yes, if we refrain from senseless speculation and be united. We will do it, we will succeed and save the homeland, otherwise there will always someone be guilty. The most important is the Homeland, not the removal of the authorities in the lost Homeland," he wrote.
