As of now, we have two confirmed victims among civilians. The investigation is ongoing in that regard. Today, on September 17, Argishti Kyaramyan, the chairman of the RA Investigative Committee, mentioned this in a conversation with several journalists in Gegharkunik.
"One was killed as a result of targeting the straight road. Yes, we also have a case where an ambulance was targeted," he said.
According to him, criminal cases related to initiating an act of aggression and committing a number of international humanitarian violations have been initiated by the military-political leadership of Azerbaijan. Criminal cases were also initiated under the article of corporal punishment.
"An investigation is being carried out and at the moment, various investigative groups are working together with experts in Gegharkunik, Syunik, Vayots Dzor. The primary goal is to fix damage to civil infrastructures and objects with inspections. Many civilian buildings were damaged. Our task is also to fix these damages, specify them, and later also find out the total value of the material damage through product scientific examinations. At the moment, investigative teams are working in that direction," he said.
According to Kyaramyan, the criminal case was initiated on the very day of the aggression, and since that day, the Investigative Committee has been conducting the work.
He noticed that there was no military infrastructure or military personnel in the damaged civil infrastructures or in the areas between them.
"It is obvious that Azerbaijan directly targeted the civilian population and civil infrastructures," Kyaramyan said.
To the question of what the next actions will be after the completion of the investigative work, Karamyan answered: "Actually, targeting civil infrastructures is very important to clearly fix that we can raise these issues in international instances. Our partners are working in that direction, we will also provide the evidence we have collected to the competent state structures working in those instances. We are working very intensively and promptly, we have already provided a part of them, new information is constantly being provided.
Also, regarding the identified prisoners, our partners have applied and there are already decisions by the European Court to apply an interim measure," he said.
