Armenia is in favor of having discussions between Stepanakert and Baku in an internationally visible framework, and Armenia continues to work with its international partners on the establishment of this mechanism. Secretary of the Security Council Armen Grigoryan said this in a conversation with journalists today, February 14.

"The peace agreement is about everything should be clear. The Armenian side is working on that clarity, we are in favor of creating a guarantor institute, this is the position of the Armenian side. This mechanism may be referred to in another international agreement, which is being negotiated. This is a matter of discussion that needs to be further discussed for clarification. This document is not final, negotiations are underway, and it is understandable that the public expects clear answers, but it is a negotiation process. We worked on the text, which was transferred to us by Azerbaijan, and then Azerbaijan worked on and transferred it. Now the Armenian side is working and I think that the text will be ready as soon as possible, and we will transfer it, it is not yet known in what form," said Grigoryan.

He mentioned that there is a reference to Nagorno Karabakh in the peace agreement, but it should be taken into account that the document is not yet final, as negotiations are underway.

Is it a matter of principle for Armenia that the Nagorno-Karabakh issue should be addressed in the peace agreement in any way, Grigoryan answered:

"For the Armenian side, it is more important to create an internationally visible mechanism, within the framework of which Stepanakert and Baku will discuss the issues of security and law. In what format it will be done, is not important. The primary thing is to create a mechanism," said Armen Grigoryan.

To the question of what exactly is included in the Peace Agreement, Grigoryan stated that the question is not to include something specific, but the approach. An internationally visible mechanism should be created for discussions on security and rights to take place between Stepanakert and Baku.

"By creating that mechanism, we will understand what are the mechanisms that guarantee security and rights," he said.
