Toivo Klaar, the EU special representative for the crisis in the South Caucasus and Georgia, stated in an interview with the Azerbaijani "APA" agency in Baku that "the idea of ensuring the transparency of cargo passing through the Lachin Corridor is legitimate."

"First of all, I think that the idea of ensuring the transparency of cargo transported through the Lachin corridor is completely legal. Because we don't want the Lachine road to be used for the transportation of tension-increasing goods and for any military or illegal purposes," Klaar said, without giving further details on what he meant.

“Transparency is absolutely right. In my opinion, the ways and means of achieving this transparency are the subject of discussions and negotiations. I think there are several ways to do this. I assume some of these have been discussed before. For example, to have additional equipment at the checkpoint so that the Russians can better control the transportation in that area. There are several ways to do this, I think it is important to discuss them in detail," said the EU official, adding: "Of course, our opinion is that transparency is really legal. However, at the same time, it is important for the people, for the Armenians of Karabakh, that they have a sense of the possibility of safe movement."
