Վահագն Գառնիկի Խաչատուրյան (ապրիլի 22, 1959, Սիսիան, Հայկական ԽՍՀ, ԽՍՀՄ), հայ տնտեսագետ, քաղաքական և պետական գործիչ, Հայաստանի Հանրապետության բարձր տեխնոլոգիական արդյունաբերության նախկին նախարար։

1982-1992 թթ.- գիտամանկավարժական գործունեություն Երևանի Ժողվրդական տնտեսության ինստիտուտում։ 1982-1990 թթ. աշխատել է «Հրազդանմեքենա» արտադրական միավորումում՝ որպես տնտեսագետ, տնտեսական հետազոտությունների լաբորատորիայի վարիչ։ 1990-1992 թթ. եղել է «Մարս» արտադրական միավորման բաժնի վարիչ, գլխավոր տնօրենի տեղակալ։

1990-1995 թթ. - Երևանի քաղաքային խորհրդի պատգամավոր։

1992 թ. դեկտեմբերի 22-1996 թ. փետրվարի 22 - Երևանի քաղաքային խորհրդի գործադիր կոմիտեի նախագահ՝ Երևանի քաղաքապետ[2]։

1995-1999 թթ. - ՀՀ Ազգային ժողովի պատգամավոր։

1996-1998 թթ. - ՀՀ նախագահի խորհրդական։

2000 թ. - «Արմատ» ժողովրդավարության և քաղաքացիական հասարակության զարգացման կենտրոնի հիմնադիր անդամ։

The President of the Republic Vahagn Khachaturyan received the Chairman of the Constitutional Court Arman Dilanyan. This was reported by the RA President's Office. Welcoming the guest, the president noted that he values the close cooperation of the Constitutional Court and the Presidential Institute, whose main goal is to guarantee the Constitution and constitutionality in the country. "I think the most important function of the Constitutional Court and the Presidency is to be able to monitor how well the Constitution works and is preserved in the Republic of Armenia. I would like to continue our conversation on this topic so that in the future we can decide where we have shortcomings, where we can make it more efficient, and most importantly, do it together. I would also like to know your opinion in that regard," said Vahagn Khachaturyan. Expressing his gratitude for the reception, Arman Dilanyan emphasized that the primary duty of the president is to follow the protection of the Constitution. "In my opinion, it is the most important function of the presidential institution according to our Constitution. In other words, when we read the Constitution, the very first article is about the institution of the president, according to which the president follows the observance of the Constitution. It is not declaratory, it implies very specific powers. It is the institution of the president that can fully highlight the national problems, analyzing these problems from an objective point of view and presenting them to the Constitutional Court as well," said the President of the Supreme Court. During the meeting, Arman Dilanyan presented to the President of the Republic the ongoing reforms in the Constitutional Court and the programs for upcoming events. During the conversation, it was emphasized on both sides that the close cooperation of the Presidential Institute and the High Court and the harmony of the agendas of the two constitutional bodies guarantee the normal and uninterrupted functioning of the state bodies in the country. During the conversation, reference was made to raising awareness about the activities of the Constitutional Court in social, educational, and other spheres, raising awareness among citizens about the functions of the Constitutional Court. A number of issues related to the training and training of personnel in the judicial system, the process, and principles of recruitment were also discussed.

President Vahagn Khachaturyan’s message on the 35th anniversary of the tragedy in Sumgait: "Dear compatriots, Today we commemorate the victims of the massacre of Armenians in Sumgait, in 1998. The sanguinity that took place 35 years ago clearly demonstrated the policy of the Azerbaijani authorities, the aim of which was to forcefully displace and dispossess the Armenians living and creating in their own homeland. It was the impunity of the Sumgait tragedy that shortly after led to the unleashing of such barbarities in Baku, Gandzak and elsewhere, and, in fact, the Azerbaijani authorities tried to execute their policy of ethnic cleansing in Nagorno Karabakh as well, rising the just protest and resistance of our compatriots. Our compatriots in Artsakh stood to defend their inalienable rights to live in their thousand-year Motherland in peace and safety. Unfortunately, 35 years after the tragedy in Sumgait, the Armenians in Artsakh are once again at the crossroads of defending their right to live in their home, in their Motherland. Dear compatriots, Armenian Diaspora, For centuries on end, our people have tasted the joy of victory and the bitterness of losses, but we never strived for war, we tried to live and create with our passion and constructive effort, in our homes, in our Motherland, understanding perfectly well the price of war and peace, and knowing that there are no winners in the catastrophe of wars. Armenian and Egyptian presidents discuss the South Caucasus, and the strengthening of ties, particularly at the economic and investment level

President of Egypt Abdel Fattah el-Sissi said he discussed with Armenian President Vahagn Khachaturyan a number of international and regional issues of common interest, in the Middle East and South Caucasus. The two presidents confirmed the importance of dialogue, negotiation, and sustained action to achieve permanent, comprehensive, and just peace to complete the course of peace, to achieve a better reality and decent life for the people, particularly at present when the people’s suffering has doubled at the economic level, in light of the consequences of the coronavirus pandemic and the Russian-Ukrainian crisis, President of Egypt Abdel Fattah el-Sisi said during a joint press conference with his Armenian counterpart. President el-Sisi said he is confident that his visit to Armenia will represent a real starting point, by the political momentum gained and understanding shared at the summit level, to strengthen Egyptian-Armenian relations in various fields, particularly at the economic and investment level. The Egyptian President expressed his country’s readiness to participate in the implementation of infrastructure projects in Armenia. Below is the official transcript of the Egyptian president’s speech at the joint press conference.  “Your Excellency President Vahagn Khachaturyan President of the Republic of Armenia, Ministers, Ladies and Gentlemen, I would like to start by expressing my pleasure of being present today in the capital, Yerevan, as the first Egyptian president to visit this wonderful city, since the establishment of diplomatic relations between the two countries, which marked their 30th anniversary in 2022. This visit reflects the extent of interest and appreciation that Egypt has for its relations with Armenia and its interest in developing them in various fields as an extension of the historical relations, which have their own unique characteristics at the popular level. This dates back to the days when Egypt hosted tens of thousands of Armenians who lived in Egypt and made significant contributions to various political, economic, cultural, and artistic fields. Their role had the most positive impact on enriching Egyptian society. It is also my pleasure to express my sincere gratitude and deep appreciation for the generous hospitality and warm reception that we have enjoyed since our arrival in the friendly land of Armenia. This friendly atmosphere had an impact on today's discussions, which I held with His Excellency President Vahagn. The meeting touched on the huge leap Egypt has achieved in the field of energy production. This is not only in connection with the field of gas but also in connection with the launch of the National Strategy for Green Hydrogen. The strategy made it a promising investment destination, given the availability of the necessary energy resources for industry and the associated free and preferential trade agreements with Arab and African countries. This gives products manufactured in Egypt major competitive advantages. I also expressed, in this context, Egypt's appreciation for the participation of President Vahagn in World Climate Summit COP27, held in Sharm El-Sheikh in November 2022. This demonstrated the extent of attention that Armenia attaches to the climate issue. On the economic level, we confirmed the importance of joint action to increase trade between the two countries to be commensurate with their promising potential and distinct political relations, due to their popular specificity. This requires the activation and revitalization of the existing economic mechanisms between the two countries to make the most of them, mainly the joint commission on economic, scientific, and technical cooperation and the businessman forum. The talks also reviewed Egypt's efforts to overcome the obstacles that foreign investors face and the major national projects, which the entire of Egypt witnessed, to achieve development and advance the national economy, particularly the Suez Canal Economic Zone, and the benefits it offers to foreign investors, giving access to products to a large number of neighboring Arab and African markets, as well as the issuance of the “Golden License”. We also reviewed Egypt's major leaps in infrastructure and transportation and the experience Egyptian companies have in this sector and their ability to implement projects, conforming to international standards, in a record time. I expressed to President Vahagn Cairo’s readiness to share their experience with Yerevan in this sector, at the technical level, and to participate in the implementation of infrastructure projects in Armenia. During my discussions with His Excellency President Vahagn, we discussed a number of international and regional issues of common interest, in the Middle East and South Caucasus. We confirmed the importance of dialogue, negotiation, and sustained action to achieve permanent, comprehensive, and just peace to complete the course of peace, to achieve a better reality and decent life for the people, particularly at present when the people’s suffering has doubled at the economic level, in light of the consequences of the coronavirus pandemic and the Russian-Ukrainian crisis. At the “Zvartnots” international airport, the high-level guest was greeted by the RA Deputy Prime Minister Tigran Khachatryan, the Chief of the Office of the RA President Khachatur Poghosyan, and other officials. After the official welcoming ceremony on May 20 at the residence of the President, Presidents Vahagn Khachaturyan and Abdel Fattah Al Sisi will have a private meeting, which will be followed by the extended meeting of the delegations of the two countries. Afterward, the Presidents of Armenia and Egypt will make statements for the media. Within the framework of the official visit, President Abdel Fattah al-Sissi will also have a meeting with the Prime Minister of Armenia Nikol Pashinyan.   The President of Armenia considers it a great honor to host the official visit of the President of the Arab Republic of Egypt Abdel Fattah al-Sissi to the Republic of Armenia. Prime Minister Nikol Pashinyan met with the President of the Republic Vahagn Khachaturyan. Vahagn Khachaturyan noted in his speech. "First of all, thank you for your visit. I am touched. We often have the opportunity to communicate. It is rare that we have such an official contact, but I consider it important both for me personally and for society, the people. I paid attention to one circumstance: what should we discuss during the meeting, what can we talk about? I want to record an important fact that the economic achievements of the government are very outstanding. You and the government have a great contribution here. I have been constantly following, I have not been a Cabinet member for some time now, but due to my professional interests, I must say that there are very few countries that have recorded such success, there are very few countries that have been able to use their opportunities to the maximum in difficult global economic conditions. I can tell you, give an assessment, that this is not due to one year's work, but due to the reforms made in the last four years. I want you to take this as a professional assessment because it was interesting to me how we manage to record such success. This is mainly due to the fact that our business is mostly freed from all shackles, it operates freely, where it wants, as it wants. The government is very successful in using its leverage, especially in terms of economic laws, including taxation, and why not, keep administrative leverage as far as possible, loosening it? And there is an important circumstance that I dreamed of, that one day we would have a country where a businessman should be interested in working with the state more honestly, more openly, and pays taxes. Now, when we switch to electronic tax reports next year, I think it is an opportunity and experience will probably show that there is no need to think from the beginning that the businessman and the taxpayer are working with a criminal mindset. It's always been that way, coming from the Soviet Union. Now, I think you have managed to change that mindset and next year the business will give its answer in a good way and we can record success. In that regard, I want to take this opportunity to congratulate you on your achievements. I understand that these are very difficult times for the government, particularly, considering the recent events, but I am sure that we should not be diverted by this, and mainly these artificial hardships are aimed at this, so that we can be diverted and do more important things, but I think that you always mention it, that all works are important, and we must be able to successfully complete all those important endeavors." In his turn, Prime Minister Pashinyan noted. "Thank you, honorable Mr. President. Thank you for your hospitality. Yes, you are right, we actually communicate very often, we talk very often, and we have discussions both at Security Council meetings and at working consultations, but I think that working discussions in this format are also very important, so that from time to time we will also summarize the results and talk about the things to be done in the future. I would like to thank you for the assessment of the economic indicators. Of course, it is important and I fully agree that the author of economic growth is not really the government, but the people who create that growth, and that the government should not create obstacles for them to develop the economy. The second thing is to help where it is possible and where it can help and with what it can help. We are also guided by that logic. Of course, in this regard, it is very important to ensure an equal competitive field and, of course, also regulation - reduction of bureaucratic hassles, and improvement of the investment environment. There is a lot to be done here, we have talked about these issues many times. And we are definitely committed to the reform agenda. Of course, issues related to the security environment understandably take much more time. The situation in Lachin Corridor is worrisome and condemnable that despite the trilateral declaration of November 9, we have what we have. And with the trilateral declaration of November 9, such a situation should not have happened at all, and I hope that as a result of the efforts and direct communications of our international partners, as well as certain discussions, we will manage to settle this situation, in general, to achieve long-term stability and peace in the region. I am sure that today we will discuss all these agenda items in detail. Although I say again, we meet regularly, and I am very happy and thankful for that, that there is full communication both between us personally and between the President's staff and the Government's staff. It is very important to ensure a proper working environment."
