The situation remains tense in the Armenian South-East Border with Azerbaijan The residents of Syunik Province blocked the Goris-Kapan highway demanding security insurance from the authorities. Yesterday, the municipality of Kapan reported that the Armenian Ministry of Defence ordered the serviceman to leave the advantageous positions in Kapan. According to Tert.am, the deputy mayor of Goris said they will continue the protests until the Armenian Prime Minister resigns. Armenian Minister of Defence Vagharshak Harutyunyan confirmed to Armenpress that Russian border guards will be deployed in some parts of Syunik for security reasons. Later today the Prime Minister announced that he will visit the Province on Monday to meet the residents and municipalities.   Risk of Terrorism Spread Raised with Nagorno Karabakh War, Putin Says During the CIS Summit today, Putin said that “Russia has taken mediation efforts to stop the bloodshed in Nagorno Karabakh, reached a complete ceasefire, and began the process of stabilization,” Ria Novosti reports. “The Russian peacekeepers deployed along the line of contact are doing everything to prevent a new escalation of the situation,” said Putin. “Unfortunately, the military clashes led to many human losses, escalated the already difficult situation in Transcaucasia, and increased the risk of spread of terrorism,” Putin said.  During the 44-day Nagorno Karabakh war, thousands of mercenaries from Syria were recruited by Turkey and sent to fight for the Azerbaijani forces. Many of the mercenaries were identified based on a considerable amount of evidence, including being captured by the Artsakh Defence Army.   EU-Armenia Partnership Council Discussed Nagorno Karabakh The 3rd Partnership Council meeting between the European Union and Armenia was held in Brussels today. The Partnership Council reviewed the implementation of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA), as the EU Delegation to Armenia informs. The EU and Armenia also discussed the situation in and around Nagorno-Karabakh following the cessation of hostilities on 10 November 2020, the EU's role in supporting recovery and reconciliation, as well as regional issues. “The EU stands ready to assume a role in supporting and shaping a durable settlement to the Nagorno Karabakh conflict, in close complementarity with the Minsk Group Co-Chairs,” said High Representative, Josep Borrell who chaired the Council. The Partnership Council also addressed the challenges posed by the COVID-19 pandemic.   Belgian House of Representatives Condemns the Hostilities by Azerbaijan The Belgian House of Representatives has passed a resolution on the Nagorno Karabakh conflict, condemning the resumption of hostilities by Azerbaijan on September 27, 2020, the Armenian National Committee of Belgium reports. The resolution calls on the immediate withdrawal of the Azerbaijani armed forces from the Nagorno Karabakh region, identifying those responsible for war crimes, bringing them to justice, and negotiating a peaceful agreement respecting the right to self-determination of the Nagorno-Karabakh people. The resolution also condemned the Azerbaijani deliberate attacks against civilians and the use of cluster munitions and phosphorus bombs The Parliament also condemns the harmful role that Turkey has played in this war, demands that it “cease military intervention in this conflict” and “refrain from destabilizing roles in the region.”   Today in Armenian Politics Armenian President Armen Sargsyan continues consultations with political forces. As the presidential office informs, today the President had a discussion about the situation in the country with the head of Prosperous Armenia Party (BHK) Gagik Tsarukyan. The second largest group in the Armenian parliament joined “Homeland Salvation Movement”, a coalition of originally 16 political parties, that have been demonstrating against the government since the Nagorno-Karabakh ceasefire of November 10. Earlier this month, the President also met with Vazgen Manukyan, the joint candidate for interim Prime Minister nominated by the Movement.  The Prime Minister expressed his will to stay in power as long as the people support him. Yesterday Vice president of Armenian Parliament Alen Simonyan said that early elections should be held at the earliest possible time “provided the technical and physical conditions are available,” as Armenpress reported. He emphasised that the decision will be made only by the people.

Armenia-Azerbaijan New Borderline Marks Emerge “The Ministry of Defence [of Armenia] ordered the serviceman to leave the advantageous positions in Kapan tomorrow,” said the mayor of Kapan city in the southern Syunik Province. He added that these positions ensure the security of 13 villages in the Province. [Hetq] “This will enable the adversary to advance towards the Armenian settlements,” he said.  According to the mayor, the road leading from the city to four rural settlements will go through the adversary’s territory. [tert.am]  Following these developments, residents of Syunik have blocked the road neighbouring Kapan Airport. They demand the respective authorities to provide clarifications about the trilateral statement which sets that the sides of the conflict will stand at their positions while the recent development prove the opposite. With reference to the issue, the Deputy Prime Minister of Armenia Tigran Avinyan said today that the situation in Syunik Province is under the control of Armenian forces and that the troops have been dispatched to the area. [Mediamax]   Bodies of Nine Armenian Servicemen Found in Hadrut province According to preliminary information, the bodies of 9 Armenian servicemen found near the Armenian military positions in the direction of Hin Tagher-Khtsaberd. The bodies were handed over to the Defence Army of the Republic of Artsakh by the Russian peacekeeping troops on December 16. Necessary actions are being taken at the moment to identify the bodies and find out the circumstances of the soldiers' death. [Armenian Ministry of Defence]   ECHR rejects Azerbaijan’s request to lift interim measures lodged by Armenia The European Court of Human Rights (ECHR), as a result of the actions taken by the Office of Armenia’s Representative at the ECHR, has rejected the demand of the Azerbaijani government to eliminate the interim measure applied on September 29, 2020, Armenia’s Representation at the ECHR told Armenpress. “The European Court particularly has taken into account the fact that the demands for applying interim measure for the protection of rights of captured persons and the evidence on that continue to be presented against Azerbaijan. The Court has also noted that Azerbaijan has not regularly fulfilled the demands of the Court to provide respective information about that persons,” the statement says.   Moscow to increase the number of peacekeepers in Nagorno Karabakh Russian President Vladimir Putin said during a press conference that Moscow can increase the number of peacekeepers in Nagorno Karabakh upon the agreement of all parties. 2000 Russian peacekeepers have been deployed along the line of contact between Nagorno-Karabakh and Azerbaijan according to the statement signed by Russia, Azerbaijan and Armenia on November 9. "The status quo should be registered in Nagorno Karabakh, but with communication between Armenia and Nagorno Karabakh, which is why the so-called Lachin corridor was planned. Nagorno-Karabakh Azerbaijan continues provocations in Nagorno-Karabakh  Following the Azerbaijani armed forces attack in the area of Hin Tagher and Khtsaberd villages in the Hadrut region of Artsakh on December 11, the Artsakh Defence Army announced yesterday evening that they “lost contact” with their military personnel at several positions in Hin Tagher and Khtsaberd villages. According to the Artsakh Human Rights Defender Artak Beglaryan, around 60 servicemen have been recently lost in the direction of Khtsaberd and it is “highly likely that the video published by the Azerbaijani side shows the [missing] unit”. The families of the missing servicemen, who have blocked Yerevan-Gyumri highway since the evening of December 15, say they have recognised their family members in the published videos and demand government action [Armenpress]. Videos of atrocities by Azerbaijani soldiers against Armenian civilians and prisoners of wars has been distributed on social media during the 44-day war and verified by Human Rights Watch and Amnesty International. A total of 892 dead servicemen have been found as of now, as the Artsakh State Emergency Service. Search operations continue in Fizuli and Jabrail directions (territories under Azerbaijani control) involving the families of the killed servicemen [armenpress.am]. Moscow denies reports of its peacekeepers being trapped in Hadrut region In his interview to RFE/RL’s Armenian service earlier today, Armenian Prime-Minister Nikol Pashinyan said that the Russian peacekeepers are also blockaded in Hadrut by the Azerbaijani forces. According to the Prime-Minister, the terrain also causes communication problems, and described the situation as a crisis. However, the Russian Ministry of Defence denied this report alter today, stating that all units of the Russian peacekeepers continue implementing their tasks both in observation posts and ceasefire monitoring [RIA Novosti].  Meanwhile, provocations of the Azerbaijani armed forces continued yesterday in the vicinity of the village of Hin Shen in Shushi. As President of Artsakh Arayik Harutyunyan confirmed today, the advancement of the Azerbaijani army was prevented by Artsakh Defence Army and Russian peacekeepers and the position is currently under the control of the Armenian forces.   Perspectives of early elections in Armenia and Artsakh “Pre-term elections cannot be held only by my will and decision. There has to be an agreement on that,” replied Armenian Prime Minister Nikol Pashinyan in his interview to RFE/RL’s Armenia service today to the question about the possibility of pre-term elections. “The situation reached a point where the war [in Nagorno Karabakh] was inevitable”, told the Prime Minister. “I consider myself the number one person responsible [for the defeat] but I don’t consider myself the number one guilty person,” he added. President of Artsakh Arayik Harutyunyan, in turn, announced today that he will resign once the country will be ready to overcome the difficulties of presidential and parliamentary elections with reference to domestic and external developments and constitutional regulations.   Protests against the Armenian Government continue Anti-government rallies, titled “March of Dignity”, continue in Yerevan. The “Homeland Salvation Movement”, a coalition of originally 16 political parties, demand the Prime Minister Nikol Pashinyan resign as mass protests grow in number. The protesters called for a pan-Armenian strike on December 22 [Armenpress]. Earlier this month, the movement issued an announcement declaring Vazgen Manukyan as their candidate for Prime Minister of an interim government. Demands for Pashinsyan’s resignation have been supported by Armenia’s President Armen Sargsyan, the Armenian Church, distinguished public figures, and academia representatives in Armenia and the Diaspora.    European Union and Armenia European Union disburses € 9 million in grants to support justice reforms in Armenia, in line with the EU-Armenia Comprehensive and Enhanced Partnership Agreement CEPA. The assistance package “will contribute to strengthening the integrity and accountability in the justice system, improving access to modern and quality judicial services and establishing a specialized Anticorruption Court in Armenia”, the Delegation of European Union to Armenia informs. Earlier, on October 30, the EU announced a decision to provide an additional 400,000 euros in humanitarian assistance to address the most urgent needs of civilians affected by the "conflict in Nagorno-Karabakh". The Armenian Ministry of Foreign Affairs published a brief report today on Armenia-EU relations The Ministry addresses the recent development in line with the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA) and Eastern Partnership cooperation format, including prospects for Visa Liberalisation Dialogue with the EU and parliamentary partnership. The report acknowledges the assistance to Armenia by the EU, including packages to fight against COVID-19 and the humanitarian assistance for the civilian population affected by the “conflict in Nagorno Karabakh”.
