EU launches a civilian mission in Armenia to contribute to stability in border areas The European Union launched the EU civilian mission in Armenia (EU Mission in Armenia / EUMA) under the Common Security and Defence Policy (CSDP). The EUMA was formally established by a Council Decision on 23 January 2023. Through its deployment on the Armenian side of the Armenia-Azerbaijan border, the objectives are to contribute to stability in the border areas of Armenia, build confidence and human security in conflict-affected areas, and ensure an environment conducive to the normalization efforts between Armenia and Azerbaijan supported by the EU. The total – exclusively civilian - staff of the EUMA will be approximately 100, including around 50 unarmed observers. The Operational Headquarters of the mission will be in Yeghegnadzor, in Armenia’s Vayots Dzor province. EEAS Managing Director of the Civilian Planning and Conduct Capability (CPCC) Stefano Tomat will serve as the Civilian Operation Commander, while Markus Ritter will serve as the Head of Mission. It should be reminded that on January 23, the EU Council reached an agreement on creating a European Union civilian mission in Armenia. The mission started its work today. Among the exclusively civilian staff of the EU mission in Armenia are 100 people, including about 50 unarmed observers. The operational headquarters of the mission will be located in Yeghegnadzor, Vayots Dzor, RA. RA President Vahagn Khachaturian welcomed the arrival of the EU's long-term mission to Armenia. "A warm welcome to the 100-person EU Monitoring Mission along the Armenian border with Azerbaijan. Deeply thankful to the EU and Member States for the manifestation of strong solidarity with Armenia. The Monitoring Mission's deployment is to play a role in de-escalation and the establishment of stability and ultimately bringing peace to the region," he wrote on Twitter. The High Representative of the EU for Foreign Affairs and Security Policy/Vice-President of the EU Commission Josep Borell commented on the RA Civil Mission sent to Armenia. "We launched the EU Mission in Armenia - EUMA, which is now operational and conducted its first patrol today. EUMA will contribute to human security, build confidence on the ground, and support EU efforts in the peace process between Armenia and Azerbaijan," he wrote on Twitter. Russian Foreign Ministry commented on the EU civil mission in Armenia Moscow sees the EU civilian mission in Armenia as an attempt to push Russia out of the region, the representative of the Russian Foreign Ministry Maria Zakharova announced. "Emphasizing the exclusively civilian nature of the new mission, the representatives of the European Union are dishonest. It unfolds in the context of the EU's common security and defense policy. Therefore, it should be treated accordingly. Unfortunately, this is not the first time that we record the desire of the EU and the entire West to strengthen our ally Armenia by any means. In those attempts, we see an exclusively geopolitical context, far from the interests of real regulation of relations in Transcaucasia. Everything is being done to push Russia out of the region and weaken its historical role as the main guarantor of security. Publicly expressed negative assessments of Baku regarding this initiative are ignored," Zakharova stated. According to her, the experience of the European Union's participation in the settlement of various regional conflicts is not unequivocal. The Artsakh president calls on the co-chairs of the Minsk Group to impose sanctions against Azerbaijan For two months now, Azerbaijan has been keeping around 120,000 people of the Republic of Artsakh (Nagorno-Karabakh) under siege with criminal and terrorist activities, with the aim of carrying out ethnic cleansing in Artsakh. This illegal blockade contradicts all the norms of international law and the obligations assumed by Azerbaijan, including within the framework of the tripartite declaration of November 9, 2020. This is stated in the statement addressed to the international community by Arayik Harutyunyan, President of the Republic of Armenia. "This blockade, which is based on the Azerbaijani state policy of racial hatred against Armenians, is comprehensive. It deprives 120,000 Artsakh citizens of normal access to food, energy, healthcare, and other vital goods and services and is therefore a serious, deliberate, and massive attack on the lives and other rights of our compatriots Alen Simonyan highly appreciated the support provided by Korea International Cooperation Agency (KOICA) to Armenia, particularly to the National Assembly, expecting continuity. Armenia is working on the proposals recently sent by Azerbaijan Armenia is working on the text of the peace treaty with Azerbaijan, it recently received the proposals of the Azerbaijani side, and currently, works are being carried out on these proposals. This was announced by Sargis Khandanyan, chairman of the NA Standing Committee on Foreign Relations. The opposition MP does not consider it logical for Armenia to send humanitarian aid to Turkey  Tigran Abrahamyan, the secretary of the "I have honor" faction of the RA National Assembly, believes that Turkey's behavior and the adopted policy towards Armenia and Artsakh and Armenia's actions after the earthquake in Turkey are not consistent. The deputy expressed such a position in the parliamentary briefing. "Especially after the 44-day war, under the logic of the Azerbaijani attacks that followed, such an attitude towards Turkey naturally does not fit into the logic. I would have understood the authorities of Armenia at that moment to convey condolences in some dry text. However, the authorities of Armenia at the highest level even wish support to Turkey, they transfer a humanitarian burden," said Abrahamyan.

Armenian rescuers continue their work in the areas affected by the devastating earthquake in Syria and Turkey Armenian urban search and rescue teams, using all possible search methods and means, have been applying their skills for three days in a row in the areas affected by the powerful earthquake in Turkey and Syria to eliminate the consequences of destruction, search for people in collapsed buildings, dismantle the rubble, open, erect tents and provide first aid.   It should be reminded that the number of victims of the deadly earthquake in Turkey is already passing 19.000.  This is hardly a successful attempt to justify the involvement of the EU in the region: Zakharova commented Pashinyan's statement If with such statements an attempt is made to justify the involvement of the EU in the region, then this attempt can hardly be considered successful. Maria Zakharova, the official representative of the Russian Foreign Ministry, said this at the weekly briefing, commenting on the statement of the Prime Minister of Armenia, Nikol Pashinyan, that one of the goals of the EU observation mission is to dispel the suspicions of the West, that is, Baku's assurances to the Western partners that Armenia and the Russian Federation are jointly planning aggression against Azerbaijan.  "Russian peacekeepers ensure peace in Nagorno-Karabakh, our border guards work on the territory of Armenia, including on the Armenian-Azerbaijani border. We have never heard about Baku's fears in this regard, at the same time we know about Azerbaijan's critical attitude towards the EU's decision to deploy the observation mission in Armenia. It is obvious that Brussels aims to change the security system that has been formed in the region, and its cornerstone is the presence of the Russian military and border guards, as well as Armenia's membership in the CSTO. Well, and, of course, the spirit that was manifested, the political will, call it what you want... the implementation of the decisions that were reached between the three countries, this is, of course, a significant part of the overall picture of the security system. We want to believe that Yerevan understands and takes this into account. We are open to dialogue with our Armenian partners regarding the improvement of means of maintaining stability in the Transcaucasia, both in bilateral and multilateral formats, including relevant work within the framework of the CSTO," said Zakharova. It should be reminded that on February 8, Armenian Prime Minister Nikol Pashinyan stated in the parliament in connection with the arrival of the EU observation mission to Armenia. Ararat Mirzoyan had a telephone conversation with the French co-chairman of the OSCE Minsk Group, Brice Roquefort On February 10, RA Foreign Minister Ararat Mirzoyan had a telephone conversation with France's co-chairman of the OSCE Minsk Group, Brice Roquefort.  During the telephone conversation, the perspectives of establishing security and stability in the region and the efforts made by Armenia and the international community in this direction were discussed. In the new report, the MEPs strongly condemn the large-scale military attack on Armenia by Azerbaijan in September 2022, which violated previous attempts to achieve peace and led to the occupation of the sovereign territory of Armenia by Azerbaijani forces. Negotiations on resuming unimpeded traffic on the Stepanakert-Goris road are continuing: The Ministry of Defense of the Russian Federation  The Russian peacekeeping contingent continues to fulfill its tasks in Nagorno-Karabakh. We asked the CSTO to adjust the area of responsibility of the CSTO in RA, but we have not received a clear answer to this question - Nikol Pashinyan During the NA question-and-answer session, Pashinyan referred to the discussions on accepting the EU observation mission and not accepting the CSTO, noting that the CSTO was asked to state their idea of what RA is.  "We have not received a clear answer to this question," Pashinyan said. According to him, the EU mission became possible because, as a result of the quadrilateral meeting in Prague, the EU clearly outlined what Armenia is. "They came to monitor that area, to observe, without this mission and understanding of the area, the observation mission will be at least strange because it is not clear to them what they are observing because the issue arose from the situation when Azerbaijan occupied RA  sovereign territories.  If any mission does not know what RA is, how will it consider whether the territory of RA is occupied or not?” Toivo Klaar claims EU hails Georgia for acting as a bridge between Armenia and Azerbaijan Toivo Klaar, EU Special Representative for the South Caucasus and the Crisis in Georgia, met Georgian Prime Minister Irakli Garibashvili. And here, Georgia’s role, acting like a bridge between Armenia and Azerbaijan, is undoubtedly very important. We have discussed with the Prime Minister the previous occasions, and I hope, in the future, to have even more cooperation and collaboration between the European Union and Georgia and between EU and all three Caucasus countries,” he said. There is no need to endow peacekeepers with a UN mandate in Karabakh - Russian MFA There is no need to endow Russian peacekeepers with a UN mandate in Nagorno-Karabakh, and Baku and Yerevan agree with and support the way they work. Pyotr Ilyichev, Director of the Department of International Organizations of the Russian Foreign Ministry, said this in a conversation with "RIA Novosti".  "The only guarantor of maintaining stability in the NK conflict zone is the Russian peacekeeping contingent, which does not need to be given a UN mandate because the methods of our peacekeepers' activities are already clearly defined in the first tripartite agreement.  Statement of the leaders of Russia, Azerbaijan, and Armenia on November 9, 2020.  In this regard, there is a consensus among the participants of the dispute, and this fact is key here," said Ilyichev. According to him, it should be especially noted that "the activities of Russian peacekeepers are supported both in Baku and Yerevan, which is of key importance in the context of the uncertainty of the final status of the territory".   Other News Armenia sent 30 tons of aid to Syria affected by the earthquake.   It is an absolute lie - MoD, NSS Armenia denies the Azerbaijani disinformation regarding preparing an attack.
